Elizabeth Fox is the Founder and Managing Director of Fox & Rain Consulting, a boutique consultancy based in Portland, Oregon serving clients nationwide.

With over 20 years of experience leading strategic transformation initiatives, Elizabeth has worked across government, nonprofit, and commercial sectors - helping organizations move from strategy to execution while keeping people at the center of change.

Before launching Fox & Rain, Elizabeth held senior consulting roles at leading firms, most recently as Managing Partner at Gartner, where she led a portfolio serving Oregon state agencies. Throughout her career, she has managed complex transformation programs across technology, healthcare, retail, and financial services.

Fox & Rain operates intentionally lean and collaborative. Elizabeth leads every engagement, supported by an extended network of specialists in technology, analytics, organizational design, and change management.
